Fleet Carrier Player Roles

So this is an idea that builds on the existing systems already in place. Currently with fleet carriers, the owner has all of the power and all of the responsibility for keeping it running, and regular users of the carrier will suffer if they need to step away etc.
This would make the most difference to small player groups where everyone operates from a single carrier, or those who run regular ferry services.

My suggestion is to add three additional roles, with tiered levels of access to carrier functionality but also the ability to contribute to the upkeep.

Each role would have a cost barrier to entry, but again tiered. This could go into a seperate carrier upkeep fund to prevent abuse from carrier owners filling roles, just to withdraw the money and then fire the new cmdr. A commander could only hold one role on one carrier at a time.

Owner (5 billion) - The same as the current owner role. They would also have the ability to accept applications and revoke roles, with some constraints to prevent abuse.

Captain (500 million) - All of the same privileges as the owner, however, their actions need to be signed off by the owner before they go through. This could come through as an interactive prompt, similar to entering a combat zone etc. Potentially after enough time in the role/jumps the owner could choose to remove this restriction, also passing on the responsibility for approving junior roles' actions. This could be a temporary or permanent change, depending on what the owner sets.

First Mate (50 million) - No access to carrier customisation, but still able to contribute to the running of the carrier. Their actions require sign off from either the owner, or the captain if this responsibility has been passed down.

Second Mate (5 million) - Able to set routes, but no more. Their actions require the same sign off as the First Mate's.

All three new roles would get acces to the deck permanently, as opposed to whilst only in the Owners team as it is currently. Only the Captain would be granted permanent access to the side room from the deck.
With the acceptance to a role, they could receive a line on their player card saying what role they hold on what carrier.
