Foliage limitations on last gen consoles

I'm not very familiar with technology so I might be asking something silly here but the free update will have all foliage types on all biomes except for last gen consoles. I just want to know what is preventing this feature from being available on last gen consoles and why ps4 and xbox 1 players can't use the feature.

(Also not sure if this is completely unrelated but on Planet Coaster console you can mix foliage on different biomes which is a frontier game and has identical tree assets to jwe2)
 
Playing on a PS4 myself, I feel your pain. I think the older consoles just have memory limitations that a newer machine doe not have. I also purchased Planet Coaster on PS4. Even though you could use all the assets on sandbox, the parks in the PS4 versions have to be way smaller than the maps allow. The counter going to %100 stops you from creating large parks in Planet Coaster. JWE2 on PS4 also has a limit of how many types of species could be in your parks. Even with the limitations, I enjoy the game. One day when I can, I'll purchase a PS5 to get the full experience of the game.

As a compromise, depending on what type of park I make, I make themed parks according to regions of the world or Jurassic parks and Cretaceous parks. There are a lot of ways to still enjoy the game, even with the limits an older console has.

Honestly I don't really care about having a major increase in available foliage. All I'd like are redwoods for the tropical biome so I could build Lost World inspired exhibits on Nublar 1993 and some trees from the San Diego map that kind look like they could be found in a tropical biome.
 
And now you can, if you're on PC and next-generation consoles.
Aside from that amazing stupid comment, care to explain the reason for not allowing it on last gen? It’s not like Frontier cares about making a functional game otherwise the game I bought over a year ago would be functional.
