Colonia engineers offer higher engineering services or what?
Is it a gamebreaking advantage over the commanders who strictly fly inside the bubble?
Colonia engineers service levels are upgraded over time with use, so can eventually get access to blueprints which exist but have no actual provider in the bubble - presumably one or more of the eight bubble engineers that were originally planned but never added to the game might have them? At the moment, this gives G4 shield cell banks and G5 life support., with G5 fuel scoop likely to be completed in the next few months. (G5 refinery will show up some day, G5 interdictor and AFMU will in theory show up someday but unless someone deliberately fast-tracks them by repeatedly engineering a scratch module, probably not in the lifetime of the game)
The Life Support is of extremely marginal benefit compared with the G4, the SCBs probably are useful for particular PvP builds and extremely specialist PvE builds but it's still only a marginal advantage, and the Fuel Scoop when it's available will be of no practical use whatsoever.
The main advantage of the Colonia engineers is that you have ready access to every blueprint - and eventually all at G5, though they're some way off that - from just four engineers who are all very close together. It makes engineering a new ship much more convenient ... if you already live in Colonia, that is!
Well, then you should probably be happy that the Colonia engineers exist. There you can in time get the same upgrades and don't have to break your roleplay.
Well, to an extent. One of them is unlocked through the Anarchist, so you still can't get their upgrades, which prevents access to G5 Power plant and G4/5 utility scanners.
