FPS at 50 but CPU at ~53% and GPU at ~75%

Interesting. I have a 3700x, RTX 2070 Super 16GB RAM, My CPU is at roughly 30% and GPU roughly at 75% even when FPS is down to 40.
Interesting, I'm experiencing the same thing in Horizons lately, although not everywhere (only in rings - did not try planetary surfaces) and not to that extent.
(i7-8700 + RTX 2080, fps down to ~90 from the usual 130+ while GPU is at 55%, CPU 38%).

Found a bunch of pending Windows updates I forgot to install. Idk what they had to do with ED (or with the nvidia drivers that were up to date), but since I installed them, my fps is back to the original 144ish figures in the rings (in Horizons), and the GPU is being used as expected:

Every NPC (AI) has it's own thread. When the battle is almost over, and only 2 enemy left, the threads are down to 80, and my framerate is up to 37-40 FPS. Of course there is no more shooting (so less particles) but it's still on low settings are neither the CPU (50%) nor the GPU (40%) uses more or less, they are the same.
 
I just dropped into a conflict zone in a large base where no AI showed up. Solid 60fps everywhere I looked. Your guess about the AI consuming all the CPU is looking to be the right one. (Doesn't explain why FPS doesn't go up when everyone in a settlement is wiped out though.)
