He may have dumped a load of data after the reset and forgot he did it so that would do the trick. There's wasn't a shutdown so it's just possible it reset, he didn't notice and hit the limit straight away.

Yeah, I do that with my Exploration data, selling to my Carrier. Once I reached my ARX limit, I hold off selling anymore data until after the Thursday tick.
