I'd bet that when Season 3 is announced the following will occur:
* New ship that will be exclusive to those who buy Season 3 now, before release
* Cobra Mk IV will be available to everyone who has Horizons, making it a Horizons perk (so if you were late to the party you can have it than but only if you have or upgrade to Horizons)
* It will not be available to those who own the base game or those who own the base game and purchase Season 3 w/o Horizons.
