Youn need to work on your counting skills.
You can throw me in with the 'not screeching for a ULC' group. I don't think every ship needs to be able to do everything all the time.
I would prefer specialised controllers, such as:
Mining: Prospector + Collector
Scavenger/Pirate: Recon + Hatchbreaker + Collector
Rescue: Fuel + Repair + Decontamination
Xeno: Research + Decontamination + Repair
With different grades for limpet numbers, range, etc.
Plus a different means of carrying/synthesising limpets - maybe a preset number of limpets (grade defined) with sythesis to refill... like ammo.
