You can only visit there (you unlock the permit) when you have an Elite rank in something. ShinDez was open to all for 2 weeks during an event a few weeks ago, but that's it.

Good to know. I'm really a new player though, I read about players trolling newbies to go to high activity areas so I joked. I literally just finished tutorial and advanced tutorials as well as a few youtube videos on how to play and now I gotta wait for the servers to be up. Sucks.
