This for me sounds a large enough benefit to justify the move. However I'm not effected, so can afford to be this 'selfish'.

No. Selfish would be the 0.5% expecting the rest of us who moved on from windows 2000 and XP when the time was right, to be held back.

Seriously you can build a 64bit dx12 capable machine for the cost of a new console, say with an i5 and a 1050ti.
It might not do 4k at ultra, neither does the new xbx either.

And if you can't be bothered to upgrade a PC every ten years.
Buy a console, I'm sure you can find a used xbx or ps4 from someone who is upgrading to pro or the new one.
Then again console lifespan seems to be getting shorter and shorter as well.
 
Funny, I was thinking that the gap between new consoles was longer these days ;), but I don't follow them specifically.

Principally better performance and prettier effects, but it should also help with dev time.

Combined with the tiny portion of people who would be affected, which will be even smaller now nearly 10 mths on!, these are all good reasons to drop win32 & DX10 support, off with it's head! ;)

I'm thinking the 1yr mark is a likely time for it go, that could tie up with 2.4 I guess.
 
The first Nvidia graphics cards to support DX11 were the GTX 4xx series, for AMD the HD 5xxx series. These cards are 6+ years old, and anyone running anything older probably isn't getting an amazing ED experience to begin with!
I used the 2 Gb HD 6670 version for a while. The box said it to be the first card to support OpenGL 4.5 and first one to support release build of DirectX11. Time has shown these statements weren't accurate. I haven't looked deep so I don't know whether it is a hardware issure or a flaw in the firmware/drivers. To play No Man's Sky on that card I used some amazing utility made by MIT that emulates some OpenGL calls with CPU (literally, there were 3 API calls missing that prevented NMS from functioning with stock drivers). Then there were a couple of Unity-based games with DirectX11 shaders. It turned out that this GPU doesn't support DirectX11 in its current state: grass in Blackwake turned into blurry mess, and asteroids in Hellion were invisible (although I played GTA V without any issues in DX11 mode, probably because the game was a bit older and used pre-release DirectX11 API calls).
Now I switched to 2 Gb R7 350, DirectX11 games run as intended, and the box says that GPU supports DirectX12. And I have strong feeling of disbelief regarding that inscription (I haven't tried anything DX12 yet though).
