Galaxy in Outbreak. Bug or Intentional?

So there seems to be a high and abnormal amount of systems in Outbreak, spreading all the way to Colonia! EDDB is reporting 615 systems and counting in Outbreak, most of which is in Imperial space. I'm not sure if this is a bug, as it started right after the 2.3.11 update. But if this is intentional.. could this mean the secret corporation or alien race are starting to reveal themselves as we get closer to 2.4? If memory serves me well, there was a similar event back in the old Elite, unless that was Famine. Some systems detail of an "unidentified airborne virus", yet no GalNet article hasn't been posted regarding the epidemic..

What do you guys think? Could this be a bug, or intentional for Lore to spook us for 2.4? ;)

This is what happens when people mode switch and stack a gazillion "Haul Biowaste" missions. But seriously, 615 out of, if I remember correctly, some 20,000 inhabited systems, hardly constitutes a plague. Then again, some people frown on profiting off the suffering of the sick. (just for the record, I'm not one of them).

As I understand it FD was disappointed with the player driven level of outbreak/famine and inserted a mechanism to increase the frequency of same. I think that without player intervention these will occur as opposed to other faction states that are driven by player action. (If I recall correctly this was clarified in the Jan 2017 livestream with dreamy Dav).

This mechanism may have gone plaid.

By "level of player driven outbreak/famine" you mean "complete inability for player driven famine/outbreak" ;)

But yes. Was confirmed in a livestream with Dav that all systems in the game get a small addition to the famine/outbreak state bucket each tick. Just low levels of player activity should be sufficient to counter it, but considering how many systems likely have absolutely no player activity, it's unsurprising it might happen.

Sorry, I let my fighter pilot take a week's leave and it looks like she's been getting around.
On the plus side, I did finally get the funky smell out of my fighter....
