The winning side sends its megaship off to a different system, where any player can go to try and earn the permit in much the same way as we do for Sirius.

However, it makes me wonder if him winning is an essential (or at least very helpful) point for the unfolding story line? Especially considering the FDev promise of a potential shift of power across the whole galaxy.
