I can't see Volkov going for the deal - independence as a demonstration of how democracy could work with an Imperial-style culture was her plan.
Ross would certainly be in favour, though, and does represent a large group of Marlinists who'd rather just go home.
I could see an alternative deal where the Marlinist colonies remain independent - though obviously the general cultural fit means a reasonable amount of trade and cooperation anyway - but there's a right-of-return for their citizens to their former Imperial homes and ranks. Ross and a good fraction of the population take it immediately, maybe Ross gets a Senatorship since there's a few vacancies right now, and it works out okay for them because ALD does tone down the persecution in the hope of luring the others back later. Meanwhile Volkov gets rid of her most obvious political rival, and gets to keep the independent Marlinist state.
That's probably the best scenario for all parties, but I don't know if ALD can politically accept it having publicly made this offer.
