Didn't the devs say that every galnet article would have an effect in-game? Aside from the permits, every time one of the articles shows up it give some sort of indication or hint at a new line of ships or something other, but is immediately shot down by the next article. I'm starting to get the impression that this little Lakon/Core Dynamics storyline isn't going anywhere...

Sirius is, if I recall correctly, the main manufacturer of ship drive systems. Lakon is the most prominent manufacturer of cargo haulers. If Sirius had managed to create a newer more powerful engine capable of handling ships with a higher tonnage then the Type-9/10 that would still fit inside a station working with Lakon to make a ship out of it (like the Panther) would seem logical to me.

Though there is still the issue that back in the day the Panther was a design by Zorgon Peterson which is in turn a subsidiary of Faulcon DeLacy...
