You're right. I misread. So disregard the second part of my post.
My initial reaction stands, though. It's not nerf, it can't be even called a ballance, because they were made much batter in every way with only one little trade-off. It's straightforward buff and it forced me to start using them, actually, because shielded PvP without them is not possible, now as it was before.
