What could be causing this? On large detailed parks it’s worse. For a few minutes or more I can’t do anything, even exit the park. My only choice is to wait until it gets unstuck or use task manager and force quit the game. The game does hog a lot of memory. Sometimes the memory usage is at 85% or more.

You sure it's not auto-saving?
My game will do the same whenever it auto-saves, and on a large park that can take a couple minutes, you really can't do much of anything while it does, and even after the save is finished the fps stays at 0 to 1 for 15 seconds or so before it rebounds. I did tweak the settings so that it wasn't auto-saving every few minutes like before which helped.
Next time it does this look at top right corner next to the little gear symbol, it will likely say 'saving'...
