Completely agree on the absurdity of even smaller fees/bounties being a "WANTED DEAD" warrant. Up to a bounty of several thousand, the fees should be more like a speeding ticket or something. You pay it promptly and be done with it. If you don't, there's an added fee. And if you still don't, only then you're treated like a true criminal.
What comes to the C&P, cleaning ships etc... I think it would be much better, if the monetary penalties weren't terribly high, but notoriety lasted longer. More importantly, instead of a "forced" game mechanic, the game should just encourage vigilantes and bounty hunters to go after notorious commanders more. Definitely make it easier to track them down: start with just adding a time stamp to the "last seen" reports on bounty boards. Go on from there: add gadgets or other ways of actively looking/tracking someone (hire spies or install detectors on stations and/or beacons), ability for players to pay bounties on notorious commanders etc.
I think it would be really cool, if commanders going vigilante was encouraged and supported by the game mechanics.
I'd agree with this, we do definatly need ingame tools to hunt down the crims and for that matter, some kind of system that allows you to track the people who have iced you in the last say 12 hours, maybe even 24, it encourages optional PvP.
Though my biggest worry with that is that, at least on my platform, the gankers hide in solo until they know they have more numbers on side, otherwise they do everything they can to avoid retribution. Unfortunatly this leads to a large proportion of them haveing unbearably MASSIVE egos.
To circumvent that, i's advocate for a system that prevents Cmdrs from using any other mode other than open if they have noteriety points on their head.
