Get shot and 100r fine for restoring power

Took a peaceful legal mission to restore power in settlement, arrived, found a power center then... bang, bang, go to limbo and got check for minus 100k credits. But... why?
 
I was annoyed by this as well but have gotten used to it. Now I just bring a class 1 missile rack on my iEagle, dispense of the scavs from the air, and then complete the mission.

Note that you might get fined for deploying ship weapons (I think they fixed this, though) but it is a very small fine so who cares. Also, if you do get fined for deploying your weapons, make sure you get out of the settlement before it powers up as it will be hostile and all turrets will attack.

If I kill everyone from my ship and gain a fine - can I then go into the settlement on foot?
Or the turrets only attack ships and vehicles?

Yes, I clear them out from my ship and then land close to the PWR building (usually the one with the round roof...it always says PWR on top), disembark, enter building, put regulator in regulator drawer, switch on the power at the panel and then immediately run back to my ship to avoid getting smacked by turrets, hovercraft, or security troops that may drop in immediately. This last part may no longer be necessary since the latest patch notes lead me to believe they fixed it. Haven't tested it yet, though, because I am now affected by the new bug preventing some steam users from logging in. YAY!

Note that you can linger in the outpost safely for as long as you like before turning on the power. You can loot the entire base of all but data and then turn the power on.

I wanted to do it the other way around - kill the scavengers by SRV/ship, then park it nearby and go restore the power on foot (and loot the place).
Is that possible or will the turrets kill me?

I don't want to test it as I don't want to take a mission, fly all the way to the destination just to get killed :)

I misspoke...I clear them out from my ship and then land. I'll edit my post. Turrets can't bother you until you turn on power.
 
The one time I had Scavs, they turned up at the station only after I'd restored power.

Have they fixed the mission hand in with these particular power up missions?
 
I just set the alarm off for entering my ship. Skimmers attacked, so I blasted them to hell. Then troops were shipped in, I blasted those, too. Then I landed, because I wanted some more ionised gas and while I was around rummaging through the settlement another patrol must have landed and shot my ship to hell. So then I had to run outside the settlement, call a taxi, go back to the mission giving station and rebuy my ship at Inter Astra. No idea why the alarm got off. Thankfully I got no bounties or fines from that whole event.

Restore missions include level 3 access, so you can disable turrets. I've never found ground turrets to be a factor though, their field of fire is that terrible. Skimmers are a thjreat though, and they dodge plasma easily.
 
Yeah, I get fined for deploying hardpoints, then fined for firing my missiles, so I started landing and clearing the settlement out with my SRV, I kinda just position it so they have to funnel in to me and they don't kill the SRV shield in 2 seconds that way. I still get fined for my SRV.

I don't get why let alone a settlement with no power being able to see what I'm doing to fine me. But there are some computer panels around to turn defences offline, so you might be hostile but the turrets won't come back on to shoot you. But there is a skimmer that I can't figure out how to shut down.
 
It seems everyone has different experience with a restore mission.
I only had 2 types so far:

1. No scavengers at all, no patrols jumping in even after I restore the power and proceed looting
2. Scavengers on site before me (with a possible reinforcements coming in later)

Both types I do on foot, without any ship/SRV help. But the elimination of scavengers on foot can take considerable time so I am trying to check for a new approach.

Maybe mine was a bug (they turned up after restoring power) which is possible as I could stay in the PWR building and cheese them. They moved around outside but wouldn't come in (presumably because even though they are scavengers, they still respect the rule of security clearance).

I got fined for using my SRV too...so I just figured I might as well just use missiles from my ship...so much faster and satisfying.

Scavengers actually do adhere to these rules. One time I couldn’t be bothered to take them out so I just sneaked into the PWR building, switched on the power and then ran in and out of buildings to extinguish fires and loot lockers.
And they were all locked out :)

Well it's good to know even Scavengers have a gentleman's code they won't break.

(They probably shouldn't care tho)
