Getting Anonymous Access during the "pilot's federation" systems

so my friend got an anonymous access at system DROMI. Apparently he fired weapon while trying to scan a station.
Without any sufficient fuel due to faffing around he can't jump to other system. Now he is in Mawson Dock with anonymous access,
while not being able to refuel he could not figure out what to do. Any suggestions?
PS:I cant access the pilot's federation since i already complete the mission or what not.

Reading the manual (Elite Dangerous Launcher - top right corner - click on MANUAL) would be a good idea. The crime and punishment section on page 112 will help.

Hint: pay the fine at Mawson Dock ;)

funny how my launcher glitched out and I cant access the right side of the launcher, even though i told my friend about paying fine in contact he cannot find how, with him raging i cant really guide him online. I am also new to the game and I haven't got fined in 50 hours of gameplay, i would love to have a more detailed guide on how to pay fines in a station.

In the station, station services/contacts/legal. Pay the bill, get full access to the station.

Oh. Have a look in the transactions tab, make sure it’s a fine, not a bounty. If it’s a fine, pay it, if not, get out of there unless your ship has a good FSD and possibly a fuel scoop. They’ll move you directly to a prison station in another system if it is a bounty. Some report being moved 300ly away.

Fixing Elite Dangerous Launcher on High DPI Displays yourself

Fixed it for me, by locating "EDLaunch.exe" > open Context Menu (with right mouse button) > "Properties" pops up > switch to "Compatibility" tab > press "Change high DPI settings" button in the new pop-up > tick (enable) "Override high DPI scaling behavior" and change "Scaling performed by:"...

Thanks a lot, though my friend is in the "beginner" zone so we will see how it goes, again appreciated for such a detailed response :)

My pleasure. I realised I just called it 'legal' earlier, I think in contacts it is called 'Authority Contact' something like that. Anyway, all stations have them. So it is Station Services/Contacts/Authority Contact, this is where you mainly pay fines and collect bounties of ships you destroyed.
