The way i understand it is that you have to be in the top 75% of the winnings side. Wen CG is finished to get the permit.

I have seen people argue both sides, however the CG text kind of says both.
At first it says " The top 75% of contributors will be allocated a permanent system permit for HIP 54530 by Friday the 19th of February 3307. "
But then later, when talking about that side's megaships it says "If victorious, it will be authorised to issue permanent system permits to those who meet their requirements."
So it seems this has caused a bit of confusion about what the permit requirements are.

It doesn't matter if you participate or not. The permit will be available to all via the winners faction after the CG.
You will just need to gain the reputation with that faction needed to get the permit mission.
Which should be available from the megaship of the victor after the event. Which will have moved to a system outside of the permit system, once again after the CG.

That's what I thought at first, but I now think it's wrong. There are two CG's, and both promise a permit to the top 75% of participants. The "if victorious" wording doesn't apply to that part.
Assuming Frontier worded it correctly, of course.
All 3 of my CMDRs received the permit...

How I've read it is this ....
- The top 75% of commanders of the winning side will get the system permit issued
- The winning side's megaship will be able to issue permits to everyone else
- After the CG you'll have to earn rep with the side that won to get the permit
I must say after looking at this thread, I looked at my permits and I had this one.

Not an overly friendly or helpful response... Perhaps the OP should have asked if there are any SEND educators playing ED first?
Note to self... Check to see if you already have this permit in the morning!
All cmdrs were issued a temporary permit so that they could participate in the CG if they wished to.
You'll lose the permit next Thursday/Friday .... unless ... you are in the top 75%

Lol all my accounts received the permit and this is the first time I'm reading about the CG
Not that I have any inkling what to do in this system
