The question is when does your action not constitute piracy? If you kill a pirate scoop/liberate their cargo aren't you just as bad?

Basically you would have to kill those with a bounty and leave the wreckage to the vultures.

What about everyone else who joins the cause maybe ya should setup a Bounty Hunters Guild, BHG in Freelancer were a group of mercs and reformed pirates who hunt down the highest bounties and make a killing so to speak. When BHG gets too big you can make smaller guild sections and expand into other systems.
