Thats an Ed Lewis question I think..
Last time someone asked (albeit I think nearly a year ago now) I think the answer was: If they were sold as exclusive then they won't come back (Asp Ex Gold for example was on Horizons pre-order iirc). But a lot were sold as "limited time" which is open to come back but it won't be regular.
Maybe Christmas time, last year they had the chrome and gold ones in an advent calendar style thing so maybe we will see them again.

Last x-mas they only had the chrome ones but for the stupidest ships mostly. I think I picked up one for the Corvette (which I don't have yet) the rest were for Adder, DB Scout and other useless ships. I got the black friday ones though for all my ships, but was really lookig forward to gold ones.

Yes, they will sell them again, I'd even say soon. Christmas at the latest.
That's a bit harsh! The corvette can barely jump star systems without a tow, which you can't say for the Adder & the DB Scout - both of which - with a good pilot - can run rings around a corvette.
With 2.4 Frontier stopped us peeking at upcoming paint jobs via the folder names. But in the update prior to that, metallic1 and metallic2 folders were added to every ship which didn't already have them. So I think it's virtually certain that you will eventually be able to have chrome and gold on any ship you want.
My Imperial Cutter and all Imperial CMDRs feel useless now...

As for OP golden paint jobs (and suit) were limited time offers, so they can come back. (Look up newsletter 188, it says they are on sale now, because of the eclipse that happened at that time, so look for the next major eclipse (most likely only ones in the US or UK) and they should go on sale again around that time.)

Last time FD sold gold I bought them for my Cutter, Courier and thought I had one for my Clipper, but missed hitting the right button somehow. So I went to customer support to see if I could get the gold from them; they check I had selected it but never finalized the purchase and since the time limited offer expired, they could not help. In the email exchanges, very customer oriented and pleasant, they did tell me after checking with someone, they were going to be offering the gold paint jobs again--no time window provided. I do enjoy the gold but found I like to go tactical every now and then. Hope they offer the chrome again too. I'd buy the vantablack too.
As badass as Vantablack is, it would probably give some unfair advantage in the black of space for combat situations (even with radar and lock on targeting) simply cause it can play with your eyes in that even though you see it, your brain is trying to comprehend that it knows the object is in 3d, but cannot make out any details. That and that in silent running you'd be completely invisible unless against a star so you could just run a module sniper build or something with heavy modifications to be as cold as possible and your target would just have to flee or die.
That said I'd love more skins, especially in the glasses department for commanders (Some of the npcs at stations have badass sunglasses/shades), along with more cosmetic effects for weapons and engine detailing, especially Friendship Drive rainbow/prismatic/nyancat theme going on so I can rainbow death my enemies. Rainbow weapons and engines/thrusters with Chrome skins on a big ship... oh that'd be beautiful splash / color reflections.

Djammit!!! I knew it!
I grabbed a Gold for my Cutter - it just didn't look right on anything else.
But I'm still holding out for that one Paint Job that is a must-have for me: Chrome Orca.
