Newcomer / Intro Grade 4 access with an engineer but can't get beyond grade 3

This one's really got me stumped, I have the blueprint pinned and I have grade 4 access but when I open the pinned blueprint it only goes to grade 3 which I've completed rolling.
 
Not sure if it is the case, perhaps if you tell us what engineer and what item, we could scratch our heads with you.

One possibility is that you have chosen from the secondary list of engineers’ functions. What do I mean by that? Take the information as supplied by Inara. Felicity Farseer will upgrade FSD’s to G5, but Sensors to only G3. If you were to visit her, gain G4 access but not pin FSD’s, but instead Sensors, you would have the higher access but only be able to upgrade Sensors to G3. That might explain what is happening.
 
The engineer is Elvira Martuuk, Bi-weave shield generator. I was getting confused about which prints to pin and maybe I screwed that one up.
 
You don't get engineer progress with remote engineering. Go back to the engineer and max your grade with the engineer before you pin anything.

I also have light weight scanners up to grade 5 but only rolled them to grade 3, the option is there to finish them at a remote workshop once I get the mats (Juri Ishmaak).

So I guess I should have used an engineer that has a primary in shields, I'm guessing she doesn't, damn!

So, if I go to a different engineer, will I have to start rolling from grade 1 or will I be able to start from grade 4?
Your progress with the blueprint will be at your current grade IIRC but your access/reputation with that engineer will have to start from scratch if you haven’t used them before, but you can boost that by repeatedly engineering something cheap.
 
Lei Chung is who you want for G5 shields. Unpin Elvira and pin her with increased range FSD, as she doesn't have any G5 besides FSD. Of course Felicity's in the same boat and you don't need two pinned with the same blueprint, so some sort of sub-optimal choice has to be made here, unless you want two different FSD mods pinned.

Lei Chung does G5 sensors and shields and G3 shield boosters. So if you don't have enough mats to do G5 with Chung now, take a ship that could use some of each of those to get your rep up to access grade 5, then pin your shields and finish them remotely when you get the mats together. He also accepts commodities for increased access rep. Be sure to do your experimental at one or the other since those cannot be done remotely of course.

Pinning blueprints is a strategical mini-game. Maybe you've done so, but if not, at some point it will pay off to go to Colonia and pin those engineers as well, which gives you more, and potentially frees up some bubble engineers for different pins. I did so a few years ago. Mel Brandon in Luchtaine is the best engineer in Elite in my view, and he has so many G5 blueprints that it can help to shift your others around. But be sure to pin ones there that you will always use as it's not a simple matter to swap them for different ones.

Jaques Station is my home base at this point for me, I'm mostly exploring at this point. I'm really happy off by my self doing my own thing, the first time I went to Colonia was in a Vulture with a 1A fuel scoop and I went about 2000Ly south of the freeway all the way to Colonia. I made 1.5 billion credits and discovered 27 earth like worlds, I learned a lot (especially about fuel scoops) on my trip there. From that point on I was hooked, to me this game is incredibly complicated and that's what keeps me coming back.
 
If you're in Colonia then yeah, Mel Brandon. Max him out. Max all of them. You're set.

There are a number of top engineers, but he does G5 lasers, FSD, boosters, thrusters and shields. The man.

I'm on my way back there from the bubble right now. I was looking at that site metatheurgist posted and saw a few were maxed on G5. Thanks again from everyone that has helped me with all my questions, your patience admirable.

A Vulture with a 1A fuel scoop….to Colonia? You earned every credit Cmdr.
On topic - get your pad and pen out and plan those pinned blueprints, get it right for your needs and you’ll rarely need to visit an Engineer for anything other than experimental effects.

Your absolutely correct on the blueprints, it just never occurred to me the redundancy and careful planning that goes into pinning. I'm currently debating whether I should go back to the bubble or do what sinisalo recommended and go to Colonia and engineer up with Brandon.

Any idea how I would get an invite from him? I ask because I thought I needed to start with the first on my list and work my way up (or down).

HOW TO DISCOVER
From Elvira Martuuk (grade 3-4).

MEETING REQUIREMENTS
Gain invitation from Colonia Council.

UNLOCK REQUIREMENTS
Provide 100,000 credits worth of bounty vouchers.

All the Colonia based engineers are discovered by gaining sufficient reputation with one or other of the starting engineers in the Bubble, that’s what adds them to the list in your cockpit, so be sure you have discovered the engineer you want before leaving for Colonia.
 
Okay, I'll just keep going and dump all my exploration data at Jaques Station (or would it help to unload it at his base?). Then I'll go after some NPC's with bounties (never done that before, just interdictors).
