Just drop the NPCs shields and then fire off a hatch breaker limpet! If you don't want to incure any bounties then do this to NPCs in anarchy systems.
So no, player targets are not needed.

You dont even need to drop shields, that was changed some time ago. Hatch breakers work through shields now. You literally need to fire zero shots and have zero comms to pirate an NPC. Now watch the goalpost move in 3...2...1...

edit: lol, they moved before I could even type this. Goalposts apparently got engineered too!
 
However, I do believe people are free to not playing with others if they choose not to. And "going to PG" is not a solution, many people play in open for being with other players, for coop, or just for "flavour" even if they're not even remotely interested in direct PvP.
This is why having a PvE mode with rules like the newbie zone would be the best solution. Have an option on the main menu that's basically an official mobius. If you're a nuisance, you get kicked from the mode for a week or 10. Delete the account if it keeps happening.
 
Well, after being away for a couple days this thread turned into a crapshoot...
Love that you can argue that there are consequences to shooting ships in open play... as if that wasn't a consequence of joining open play for the ship.
You can have your cake AND eat it too... but you sure as hell can't have your cake, eat it, then tell me you are going to eat my cake as well.
Besides, we all know the cake is a lie anyway.

I mentioned using comms 17 minutes ago. The goalposts were not moved. You just missed them.

Been suggesting a PvE Open for years... then the people who would use it just whine that someone might find some way to grief them indirectly. A few people just want everything spoon fed... check that, they want it fed intravenously fed with a catheter and colostomy bag in a VR rig and someone there in case they get an itch they are too lazy to scratch...

Piracy can be done without firing a shot.

So yes, player targets are needed.

As for the Keelback. Powerplay. He was listed as enemy. Had he been same power/unaligned I wouldn't have looked twice. His fault for being in hostile space.

Well that is kinda' how piracy works. Part of the fun is getting past their defence.

Hard to defend if you're willing to give up cargo without resisting.

I tried the piracy thing... most of us that enjoy it just want someone... anyone... to understand what is going on, and either run for it, drop cargo to distract us with they shiny, or fight back like they are going to die. Then, if we see them again they have learned from the last engagement and play more like the galaxy is a dangerous place. Not pull the plug, log out via the menu, and then get more 'griefers should be illegal' posts on forums.

Even in modern cities, riding the subway at 2 am in a bad part of town wearing $20k worth of jewelry is going to get you robbed. If you didn't want excitement in a space sim, petition for a PvE open, or understand that things might get bumpy.
