(Hudson Antal Regional Treaty)

Preamble:
Over the last few weeks there has been a feeling of warmth and comraderie growing between the Pilots pledged to Zachary Hudson, and Prenav Antal. Twice now the Hudson's Hot Tacos (Taco Corp) have proposed an alliance with the Ambassadors and Enforcers of Utopia (AEU).

In the official Galnet News, Prenav Antal has been quoted as saying that a formal Military Alliance is impossible; therefore any Joint Alliance will have to be at the Organizational Level, rather than the Power Faction level. No problems - This will work out for Taco Corp and the AEU just fine; and can serve as a model for future cooperation between the Federation and Utopia.

Taco Corp is a powerful offensive arm of the Federation Military that focuses on Undermining to smash their opposition with a glorious onslaught of well coordinated strikes against their foes. Their primary Targets appear to be the Empire, and the Alliance; and when not actively launching raids into enemy territory; they are focused on Fortifying worlds (other than Groombridge) within Hudson Space.
They provide excellent training on Powerplay for new pilots, and are a Friendly and Outgoing organization with a lot of color and character.


AEU is a strong Militant Order, and Political arm for the Utopia; providing Military Support to our Utopian Agitators in Violent Protests, Flipping Systems via Regime Change and Civil Wars in Utopian space, and focusing on Fortification in threatened systems. In short - a largely Defensive, System Development focused Organization. The AEU is friendly, (mostly) PvPeaceful, and rarely do we operate outside of our borders...

Where Taco Corp focuses on Offensive operations, AEU focuses on defensive Ops. Where the Taco Corp strikes hard, AEU consolidates. While our missions are very different, a quick glance at them can quickly display our synergy...

Allied Forces Code of Conduct.
-When in Allied Space, We will not Undermine our Allies or Oppose their Expansion efforts in Vilent Protests and Military Strikes.
-When in Allied Space We will report Undermining, and support anti-Undermining ops with Allied Commanders.

As We wish to win the hearts and minds of our fellow CMDRs:
-We Will not however interdict and engage members of other factions that are involved in peaceful trade. Trade actually improves a system; so that Edmund Mahon or Zemina Torval Pilot in the unshielded Type-7? He gets a pass. (This should be based on a quick check for a murder-level bounty on a scan)
-We will not fire upon a member of an allied faction unless/until they are confirmed as Undermining in our Territory; and even then We will not destroy them unless they leave us no choice. Instead We will drive them off, and report them to our Allies so that they might be educated as to our Treaty.
-If We see an allied Pilot under attack from a CMDR from our own faction, We will intercede and explain the allied status of the pilot; opening fire to prove our point if necessary.
-If receiving the benefit of such Intercession, we shall refrain from destroying our attacker; and leave ASAP.

What is in this Treaty for the Utopia?
1) Training on 'System Flipping', or regime change within our systems to favorable government types to reduce our Fortification costs. (I am currently learning this art from the PC Utopians, and will post a guide in the near future).
2) Many of Us LOVE the Federal Assault Ship (and want to try the Federal Corvette), and need to grind our Federation Naval Auxiliary Rank.
3) This opens up Federation Space for Trade and Mission Ops!
4) We are supporting our allies by helping to protect their back yard while they focus on hitting our political adversaries where it hurts.

This works out very well for us because:
1) AEU can flip systems withing Z. Hudson Space to Federal Minor Factions, and ally with those Minor Factions, thus Improving our Fed navy Rank, AND training in the fine art of System Flipping. This has the side effect of lowering the weekly Fortification costs in these systems for our new allies. A net Win all around!
2) This opens up both trade and smuggling routes to and from Utopian Space.

Joint Bounty Dissolution...
1) When an AEU member gets a price on their head, They can switch to a Sidewinder or Hauler, have a Friendly Taco Corp member scan them, and then Mercy Kill them. They get a Bounty, and We get a clean slate. (If two members of the same faction do this, then the mercy killer loses 50 merits for betraying their side!)
2) This goes both ways: The Tacos rack up some huge bounties during their Undermining Ops. Being able to dump this bounty on a Friendly Utopian will be very useful to them!

Joint Strike Operations:
We might also have the Option to join their Strike Wings should a member of AEU feel so inclined; and members of Taco Corp feel like having one more ship on their Wing...

What is in this Treaty for the Federation?
By allowing us inside their borders to perform System Flipping and Regime Change Ops:
1) They get their weekly Fortification triggers lowered.
2) They get a group of Utopians inside their Control Worlds that can spot enemy undermining, report it, and possibly participate in stopping it.

They also get the following fringe benefits:
1) The ability to use Utopian Pilots to round out their Offensive Strike Wings.
2) Free Access to Utopian Black Markets (which pay out a +10%).
3) Safe passage through to Sirius Corp space, where they can enjoy the Li Yong-Rui discounts to Outfitting without having to fly through Empire Space.
4) Access to Bounty Dissolution Ops.

Trade Alliance:
Excellent trade opportunities are available with our Treaty.
-Due to the martial nature of President Hudson's administration, weapons class Commodities are for sale at a 10% discount at his control worlds.
-These can be purchased at Hudson High Tech and Military Economy Systems in Hudson controlled space to Minimize cost.
-These can be sold in any Utopian system at a profit, and this benefits the economy's of both the Federation and Utopian systems.

now then...

-Due to the instability caused by Simguru Antal's government style, there always seems to be multiple Civil Wars going on in Utopian space. (Including in our Capital of Polevnic itself!)
-Civil Wars drive the price of Weapons-Class commodaties through the roof, thus maximizing profit.

Safe passage through both the President's and the Simguru's territories is key for maximum profit.

This is the rough Proposal then, and is being presented to our potential allies today!

OK... I was wrong.
It turns out that we DO get to keep our Powerplay Ranks after all, and that we SHOULD continue to gain Merits.

...and here I though that my CARES reports would be nothing more than a pale Echo of Rubbernuke's excellent Weekly Reports on Elite Antal starting this week. WRONG!!!

Last Night, at the request of Ben Ryder, we organized a 4 person strike team to assist our PC brethern in System Development operations (Read: Fighting in a Civil War) in Ewah. A shout out to SashaWarlord, TGAM, and Miss Revan Shadow for being willing to hit the target on such short notice.

Once there we found that there was no Civil War to be found in Ewah, and in fact: The Government that We had been sent to support was large and in charge!? We scouted Antal, and a couple of other sites, and again there was no synchronicity with the PC universe. Out of a frustrated sense of purpose We finally retired to HIP 117972, and fought in the Civil Wars there to grind Credits in prep for the 'Big Wipe'.

Un-Prepared:
It was only then that we thought to look at our Prep Tab, and to find (to our horror) that all of the systems that had been prepped were Democracies (our worst government type for Fortification), and were in strategic locations to be Undermined by other Powers - YIKES!!!!

Rubbernuke had recommended Waikula, and our old Friend: Gauluujja. Sadly Waikula is actually a loss-system CC-wise for us, while on the PC side it represents a +70-ish CC/week income!? Sashawarlord and I frantically prepped Gauluujja, and found to our horror that our Preperation Nominations were not working either...

Preparation:
To be determined. CC values of many systems have changed, and so there is a need for recon to determine viable targets. I'll be Scouting this week, and encourage other Utopian pilots to do the same.
This may not even matter though... As we are getting reset in two weeks anyway; and SHOULD be sync-ed with the PC universe for real.
Lets prep like usual though just in case...
We have 487cc to spend, so lets spend well.

Expansion:
Three systems have been prepped Ngam, Chique, and our old friend Gauluujja.

I don't like it, but it could work for us...
+102cc/week (143income - 41 upkeep)
-Strategic positioning between Mahon and Delaine means that weekly undermining is a fact.
-144.4ly distance from HQ means that Fortification is inconvienient.
-Democratic Government means Fortification Target will be High w/o System Flip to a Dictatorship Government.
-1 contested system means a slight loss in CC as well.
-...but if We CAN keep it in a CANCELLED state at least, it is a bug CC system with strategic positioning to jump into Alliance Space.

Control:
Fortification is going to be CRAZY this week! Low Undermining and Fortification targets mean that it's going to be a nightmare.
We need to fortify EVERYTHING, because a single Undermining Sniper that holds a mere 300 Merits till the last second can cost us a system.

Summary:

Make sure to take time to line your pockets for the changeover, since we don't know for sure that our Merits will make the jump along with our PP Rank and Time served...
Come to HIP 754 and grind at the Compromised Nav Beacon for great Profit.
Look for missions and CZs in systems with Federal and Empire factions to grind Naval rank so You can get those cool Federation and Imperial ships that You love.
Go ahead and fortify at least 1 system, at the reduced Fortification cost - because we are VERY vulnurable to Undermining this week; and fight at Gauluuja or Ngam's Violent Protests for our expansion.

We have a target for any of your Pilots who want to grind some Merits in a Political CZ. The Chique system is adjacent to your space, and was prepared for us last week; and We don't want it.

If any of your Pilots would like to Earn Merits this way, please feel free to oppose our expansion here.

Thanks for the notification. We will notify our pilots who prefer such action.

We also have a system we do not wish to expand into: Njikan. Feel free to oppose expansion in our military strikes there if that earns you merits. There may be a couple of German Hudson CMDRs there who have ignored our multiple pleas to leave that system alone for Powerplay. If you encounter them in the military strikes, they are viewed as saboteurs and open targets by Taco Corp.

In regards to the Mission to Njikan:
Pilots planning to make the trip should invest in a long range strike vessel:
We have good designs already for DBS and Asps, but if You choose to use one of these Explorer Class ships - please do not go alone! There are at least two Renegade Hudson CMDRs at Njikan, and You don't want to face them with lighter ships by yourself.
(Unless You plan to assassinate them with Torpedoes, and if You do I want to hear about it!)

Those of us with FDLs should load supplimentary fuel tanks first if they wish to use them, and plan to re-equip their Shield Banks upon arrival. I will be doing a Recon mission to look for Outfitting in the area.

The recommended strike craft are Pythons, Anacondas, and Long Range FAS models like the FAS Commerce Raider:

Apparently Utopians have the option to support or oppose Hudson in Military Strikes, paving the way for true Joint Ops between the Tacos and the AEU!!!
Do Hudsonites have the option to support us in Violent Protests?

Don't forget to choose the System Defense Force as your faction, We are OPPOSING this expansion.

A Diplomatic Mission to Njikan:
In preparation for action against renegade Z. Hudson pilots operating as a 5th Column against the President, I loaded the Blue Hope IV with a 32 ton Fuel Tank, and made the arduous 95.31 light year journey from Polevnic.

Upon arrival I was met with a cool reception by the Diplomatic Team from Njikan Jet Dynamic Industry (The Ruling Party - A Federation alligned Corporation). In a board room aboard Smeatan Port, with a spectacular View of the Brown Dwarf Njikan 3, I learned the following:

Hostile:
Becasue this is a Z. Hudson Expansion system Utopians are considered Hostile. This means that if You (non-Hudson) are interdicted here, even if you are fired upon first, you will get a bounty on your head if You so much as shoot back. If interdicted - Plan to flee; do not fight.

Outfitting:
The Outfitting at Smeaton Port in Nijikan is fairly good:
Amaments - A good selection of Class 1 - 3 Weaponry is available.
Equipment: All the basics like Chaff launchers, Shield Booster A Class, Heat Sink Launchers, and Scanners are available here.
Internals:
-No Hull armor available here. Armor up before You come.
-Class 4 Shield Cell Banks, and Fuel Tanks are available for our FDL Pilots. Yes you can bring them. ;)
-Great selection of mining equipment if You feel so inclined to enjoy the local Pristine/Metallic rings at Planet Nijikan 4...

HR 8208 - Forward Base of Operations for Utopia:
This is our closest Control World to Njikan, and is where You will drop off your Merits to support the opposition. HR 8208 has only limited Outfitting due to it's nature as an Agricultural/Terriforming Economy. Plan to do your outfitting in Njikan.

Huge Opposition:
The 5th Column has already done over 9000 merits of damage to this system; without support it may be impossible for us to oppose expansion here.
I recommend inviting Pilots from the nearby Alliance (Edmund Mahon) and Sirius Corporation (Li Yong-Rui) to participate in the Opposition, as well as encouraging Hudson's allies from Felicia Winters to oppose this expansion.

Corporate Government:
If We cannot stop the 5th Column from taking this System, We should consider removing the current regime from power IF we can encourage a Fuedal or Patronage government to expand into this system from one of the surrounding ones. President Hudson gets bonuses for Feudal or Patronage government types.

Diplomatic reccomendations to Taco Corp and the FDF:
Offer free passage to attack Njikan to the Alliance Pilots Group here on the Forums.
Make a general announcement in the Forums that Njikan is fair game for all comers to oppose the expansion; and that legit Hudson supportes should stay away.

Just thought I'd let you know that anyone using the default (Null) or Official Frontier themes for the forums can't read white or lighter (bright yellow) characters without highlighting them. This can be even more complicated on iPad/tablets with limited highlighting capabilities. Try sticking to colors that can be seen on light or dark backgrounds when not using the "automatic" default.

No sweat. I realized you must be on the ED theme because you would have noticed the yellow being a problem.

Also, I apologize for calling you "Kate." Apparently my phone's autocorrect doesn't know Japanese and I didn't catch it.

In the face of overwhelming CMDR resistance, we agreed to leave the group in peace and return to Polevnic. The mission itself - a failure...

Thanks to SashaWarlord who acted as my escort and partner for the initial Strike Mission against the Hudson PMC.

I deeply appreciate your offer, but I am not terribly upset about the loss.

The Blue Hope IV was a good ship, and my first Consular Ship that has been lost in the line of duty, but in the dangerous world of high-stakes Galactic Politics it was bound to happen. The re-buy cost is a drop in the bucket of my weekly Political Salary, and the incident was more embarrassing than truly harmful...

The worst part from my perspective was my inability to sway the local CMDRs, despite the clear and present damage that the expansion will do to the cause. The real damage is invisible to a casual observer, but clear when You get a sense of the added overhead cost of a system like Njikan - it actually represents a significant loss of CC even if fortified! :mad:

Hopefully the Expansion will end up being nullified by the final merge of the XB1 and PC servers over the next week or two...

Note to Desolate - I am Cmdr Crashd Lambeth, and I flew with Kaze and associates on the recent assault on Njikan. I am also the source of withdrawl I feel like as I spoke with Kaze while combating Njikan about my mates that were an still are using Njikan as home port. Kaze was unsure if I wanted to be named so he left me out. However, if you wishto speak with the lot that calls Njikan home feel free to send me and inv in xbox and I will make the arrangements for yu to meet. Fly Safe Commander.
