It's been a while, but I didn't think you could hand yourself in if you had notoriety either. It's expressly designed that way so that you can't just run around and commit a bunch of crimes, then just wash it off, same as inability to pay bounties at an IF while you have notoriety.

The "hand yourself in" option is basically there if you can't/don't want to go out and find an IF (thus, you get sent to a prison ship, since you didn't have to go traipsing off to find an IF)

^ This makes sense to me. I haven't had notoriety in so long, I don't remember exactly what has been restricted. Thanks Jmanis
