Happiness

I finished the first outpost in a couple of system. In the weekly report I see that the people happiness is always 0.

What can I do to increase that?
 
I think it appears to be fixed to 0 at this point in time, and nothing affects it. Perhaps the next update will change that? (It wasn't mentioned in the update notes, but it wouldn't be the first time that the notes don't list every single change.)
 
My first system is at 5% happiness in the Lyonesse system.

Edit:
It's making 5% more credits than another system with only a T2 station in it as well.

For happiness improvement, you generally want to do the actions which have "Economic" or "Security" up descriptions.

It measures on the Thursday morning, so you've got all week to line things up.

Not clear yet whether it just measures the controlling faction of the system (which is usually the easiest to improve) or whether it measures all present factions (missions and KWS bounty hunting can help there). Try to avoid missions which sound "aggressive" because you might make one faction happier and another unhappier and it ends up balancing out.
 
Personally I'd increase Standard of Living if you want to attempt more Happiness, as that will get you bigger opportunities for Civil Liberty / Investment. Improved Sec just means you have to expend more effort to get out of Sec/None.
