Help! I can't find a place to fuel up, and can't get back to Matet without a Permit.

I'm in a sytem called Hollatja. My journey started at Matet, but visited a star system 14 lightyears away from Matet to check price on bigger cargo ships. I decided to travel back to Matet to save up more money. But when I tried to travel back, I can't seem to get into the system without a permit. I didn't need a permit to get to Matet before. And to make matters worse, I got lost, wondering around different star systems, trying to find a way into Matet and now I can't find a place to refuel. I'm running low on fuel, and for some reason carrier ships that I randomly found won't let me dock. What do I do? lol. If I run out of fuel and get stranded, do I just wait till I die and respawn somewhere?
 
lol by the time I had the chance to minimize the game and check to see ya'alls comments, I was lucky enough to have JUST enough fuel to make it back to the Lamarck Orbital station in the Nanabozho system. That was so close. I was running on fumes lol. Ok, thanks for the info on the fuel rats. That's really cool!!! I'll give them a holler if I'm in this situation again(but will obviously try to avoid). In my defense, this is only my 6th day playing this game.

On to my next problem: Why do I suddenly need a permit to fly back to Matet System where I've been doing delivery missions at? How do I get that permit?
 
It's a starting shield for newbs. Big sharks can't go in the starter systems to avoid seal clubbing. And once you leave the safe haven, you can't go back. Watch your back out there now, Commander.

PS: yes that means that delivery mission will fail - you can abandon it now.

Matet is on beginners area, and you lost the permit when you flew out of that area. Only way getting back is to clear your save, essentially "killing" your current commander.

Ok, thanks. That's what I'll do because I'm not ready for this region of space yet. When I start over, how can I tell which systems are outside the noob zone, so that I don't repeat this mistake?

then you docked outside the beginners area. Takes a bit of skill to stay inside the Beginners area, but if you're careful you can get the Sol Permit ;)

Nah don't do that, if you think it is too hard outside noob-zone, just go into solo, or get membership in Moebius private group. Its the other players that can make it hard, especially for newbie.

I was referring to the fact that there's a bunch of things I was still planning on doing inside the noob zone before venturing out. My priority for the moment is learning how to do different stuff(delivery missions, mining, bounty hunting, exploration) on a beginner level before going deeper into space. Figuring stuff out is half the fun for me at the moment.

Well stuff is on beginner level even outside the zone. Its tied to your rating. Real reason for starter zone was to restrict certain commanders from seal clubbing, it was quite popular hobby when new players started on systems accessible to all commanders.

oooh ok. thanks for letting me know. I'm real happy that ED has this because this is what caused me to stop playing Star Citizen. I probably won't go back to that game for a long time also for the simple fact that it only has one solar system and ED has an entire galaxy of systems lol. The server not crashing when I'm almost done with a mission is a great bonus too lol.
 
Little advice, try find some suitable system, and keep doing stuff from there. Over the time your standing among system factions, especially controlling one, goes up, and you get more lucrative missions. For missions themselves especially delivery ones check always mission target. If simple mission seems to pay very well it is sure thing that delivery target is in some system having multiple stars, and somewhere very far away from main star. Meaning a long supercruise trip.
