Help Needed! Low Performance, Laggy despite 3080 Ti

I have an Alienware gaming laptop with these specs attached below: according to this, I have way more than enough to run the game (I also have 2TB SSD) and yet it is very, very slow. even for small parks. I just whipped my entire laptop, updated everything, have it plugged in, and have power management to high performance. Yet it is still being slow. The laptop is only a year old, it's an Alienware X17 R2. All my computers fans are clean so thats not the issue either. The game will load, it will run pretty decently at between 50-70 FPS, and then for some reason start dropping in FPS down to 40, then 30, then 20s and 10s and never come back up. It does this every time I play and restarts every time, I relaunch Planet Coaster 2. Low and high settings seem to have no effect on it. I really need the help. Thanks
