Sounds like you're getting there at last. Once you've made the settings in Occulus to allow the non-native app, the launch process is still a bit unsettling:
If you have ED via Steam I normally using the following:
Launch steam
Goto Library, VR, Select ED, 'Play' (VR version)
Now put on the Rift headset. You'll get the 'Assassin's Creed' grid type thing, and you'll need to stare at the bottom box for a couple of seconds
Now lift off the goggles and you'll need to click Play again for Elite within the 2D Steam UI
Put the goggles back on and you should get the ED game running.
Sometimes the Steam VR app fires up fully so you can launch ED from there - but that's only happened to me once in the 3 weeks I've had my unit.
Also, you can go to your Frontier account and get a Partner key. That way you can also launch from the Occulus Home. However, when I did that it says it needs to install the game again, which makes me nervous.
