HGE generation improved after 3.3.03 patch

Pharmaceutical Isolators - I picked up 9 in an HGE last night. So they are spawning in USS.
Took a while for the HGE to appear, but I was picking up other lower level materials from the more common USS in the meantime. I'm not going to throw a system name out there, but it was the largest system in the bubble that was in outbreak. Unfortunately none of the billion pop systems are in outbreak at the moment.
