The main thing hold back the anaconda is, you really can't strip it down, you need to take max class slot D rated on everything, except thrusters, which you need to A rate(worse turning in the game, just engineer it to lower the engine's weight).
You can't down grade the Distributor or plant ortherwise the Anaconda wont beable to boost, and without the plant 7D or better, so goobuy to usind the FSD booster.
Where as the Phantom can be stripped down like no other ship, you think the ship designers stripped it down alot as is, oh you can go way further, and not even notice a downgrade.
Don't get me wrong, I think at the end of the day, the Anaconda will be pound to pound lol the better explorer Size 6 SRV bays are godly, 7A fuel scoop, and enough high class slots left over to do whatever the hell you want. However unless there's a very OPed engineering option, that is only available to large sized ships, I can't see how the Anaconda can out jump a Phantom.
If there is a special engineering option that effects only large ships, that will lead to a sizable increase in jump range, by all means let me know?
