For the last few days I've been bounty hunting in Deneb Algedi while waiting on an accidental muder bounty to expire in my "home" system. Over about 3 days I've encountered about 8 or 9 npc FDL pirates in the High RES I've been hunting in that would post an aggressive message and begin attacking, despite the fact I carry no cargo. They really aren't an issue, I'm in an A specced FDL myself, unless I'm already in the middle of a fight with another big ship, and I've been flying long enough to know when to run away. I've never noticed this happening before though. Is this something added in 1.5/2.0? Does my measely 6k bounty in the other system have anything to do with it? It just seems odd that it's only FDLs that act like this.

If you have been aggressively killing ships from the same particular faction for a while, they will put you on their Kill on Sight list and will immediately attack you regardless of your Wanted status or cargo.
If you check the faction status on your right hand screen and it says Hostile, it would explain why they attack. Not sure why its only enemy FDL's, but at least they pay good bounties.

Yeah, I'm certainly enjoying the increased frequency of finding FDLs to hunt. So far I'm not hostile with any of the factions in the system. In fact, in an old system I used to hunt in I was hostile to one or two indepedent factions and they didn't attack on sight. But that was prior to 1.5/2.0. I guess I've managed to annoy someone just enough
After killing a specific faction over a period of time, they become hostile. The more you kill the more hit squads they send. Eventually wings will attack and hopefully some Anaconda hit squads will be sent your way. This is specifically why I recommend to remain in one system to RES farm to make the max credits/hour.

I don't think it's anything to do with factions. It's only FDL's. I get the same. I wondered whether they were jealous of my ship. I kill every faction at the RES sites as long as the ships are wanted. Nobody else ever attacks. I never noticed the communications from them because they always take me by surprise, so I'm too busy sorting them out to see what they say. What do they say?
I've been RES farming for over 800 hours. Nobody has ever opened fire on me apart from these FDLs. I've never had a hit squad come after me. Sometimes I kill someone from a faction, and there's a wing of three wanted guys from the same faction that just fly around and watch. They've never been interested in what happens to their compatriots/colleagues.

It is a nice shake up. Since getting my FDL the only danger I can get into in a RES zone is danger I put myself in by testing my luck going up against wings I shouldn't necessarily be going after. Now I actually have to keep an eye out on what's sneaking up on me.
I too have been attacked without provocation in RES sites and it is always an FDL. It's kind of cool. FDL's always seem to have high bounties on them so I am always happy to see them.
Does the FDL scan you and bug-off when you are on full shields and ready ?

I've been attacked by them in the middle of combat and just drifting along looking for new targets, full shields or not. The first time I assumed I'd accidentally clipped it during combat, but then it happened with nothing else around. It approached same as usual, we scanned each other, then it suddenly started shooting. My murder bounty expires tonight, I'll be curious to see if it keep happening after since it's the only factor that's changed over the week.
How they attack you is a bit random. Sometimes, when you're face to face scanning them, they open fire. Other times, you're just cruising round and suddenly realise you're under attack. Today, I had just engaged a Python, when I found that I was being shot from behind. I then went after the FDL, but the Python took down my shields, so I had no choice but to run. Now, before I engage any big ships, I always check to see if there's any FDLs about.
