It is not a bug, but a shortcoming in the game: why aren't there people in the basket of the balloon? It seems pointless to me, to let a balloon take off without people in the basket. Especially if the designers added a blueprint which simulates it being a real ride

HAHAHA [happy] I guess a animatronic won't go up with the balloon is you place it in or on the basket. It will stay on the ground.
Looking at the promofilm for this pack it should be possible 
Well, is it supposed to be an argument? Well, not sure why have rides in the game then, it could be all just a scenery and we can use our imagination...If you use your imagination, you'll wonder how many people are suddenly in the basket.
Perhaps the self-driving hot air balloon is just phase one.
Later we may get elevation platform path systems for things like elevators and hot air balloons! You never know.
In the meantime, we can dream like this guy....
or fill the basket with jelly beans and watch them fall out the bottom on take off.
