I guess this has always been possible, to some extent, but now, with the whole "multiple states" thing and the ability to locate HGEs, maye it's worth doing properly?
In Beta, where we had the old BGS working with the new FSS, finding HGE's was like finding leaves in Autumn.
Maybe it's time we, members of the Pilot's Federation, started to take control of the bubble rather than just making use of the things it provides?
Could we not, perhaps, pick out half a dozen suitable systems throughout the bubble and deliberately keep them in whatever states are required to generate the HGEs we need for obtaining mat's?
I notice, for example, that there are currently a grand total of two systems in the entire bubble that are in a state of Civil Unrest and they're both low-population systems in Fed' space, which makes them lousy sources of Improvised Components.
If somebody wants to pick a high-population system in Independant space and tell me what I need to do to provoke a state of Civil Unrest, I'm there. [up]
