Engineers How do I unlock the hull reinforcement package?

I'm at Selene Jean's location and I'm having trouble unlocking the Hull Reinforcement Package. I'm not sure if I need to build more rep or complete ALL the Armor upgrades (the in-game instructions aren't very clear).

I've completely upgraded the Heavy Duty Armor to 100% Grade 5 and applied an experimental effect. I've upgraded the armor on a 2nd ship, but not yet to grade 5. (I need to gather more materials.) I've sold some exploration data and delivered a whole bunch of cargo (many trips), but the Hull Reinforcement upgrade is still locked.

1. Do I just need to build more rep?
2. Or do I need to engineer ALL of the various Armor mods to grade 5, 100% complete?

You still have to start from G1 for all modules.
Building engineer rep does not allow you to skip G1-4 like in the old system, rendering the rep/rank thing sort of pointless.

Bulkheads and hrps are different mods.

As long as you've got a reputation of 5 with the engineer, you should be able to apply any modification up to that grade provided you've done the earlier grades.

On the screen where you select modifications, hit the "show all modifications" and that should list all the mods that engineer supplies, not just the ones that can be applied to your current ship.

edit: you do have a hull reinforcement package fitted, right?

I have a rep of 5. I found "show all mods", but I couldn't select the one for hull. I think you have identified what I was confused about. I thought I was going to be able to reinforce my existing hull, but I see now that it's an actual module, which I never noticed before. I thought I might have needed more rep. Anyway, now I understand what I need to do.

To increase your hull integrity modify the bulkheads first.
If it's just the stock lightweight ones, you can use HD/deep plating with no mass penalty.
If you need even more integrity add Hull Reinforcement Packages and modify those as needed.

For combat ships reactive bulkheads are the way to go, but how you modify them depends on a few factors.

Maybe you forgot to fit a hull reinforcement package to modify?

If you don't have a module fitted, the option to modify one of those modules obviously won't appear in the engineers workshop.

Yes, that was my problem. I thought I could engineer my existing hull, but the engineering is for a module I had overlooked.

You can.
It's the bulkheads.
You can't remove those.
