How do you do a 1/4 Tile?

I was wondering how you create the 1/4 tile grid when building. If anyone could help I would be thankful.

Hi, I'm Not sure what you are talking about, but there is a way to reduce for a half the grid.
Just place a Sandstone Curved Column in the wall section of the Buildings sets, then erased it. this should do the trick.

I wonder how can I rotate horizontal bars into vertical bars, and vice versa. Everytime i try, they just rotate around their own axis.
