How do you get the Thargoid Bobblehead?

I have the thargoid heart and the meta-alloys and went to a tech broker, but I don't see it in the list. Which station sells the bobblehead?

There are two different types of technology broker - human and guardian. You need a human tech broker for the bobblehead.
