How does an anarchy get into civil unrest?

I ran across an anarchy system today that was in civil unrest. From my understanding, civil unrest is caused by smuggling illegal goods. Since, everything is legal in anarchy and since last update black market sales benefit anarchy, how did the state happen?
 
A lot of the time, sending refugees to any minor faction causes civil unrest. Just one of many mission types which can do so.
 
I wouldn't be surprised if murdering civilians counted towards civil unrest in anarchy systems, even though it makes no sense.

The annoying thins is there is very little you can do to reduce civil unrest in an anarchy system.

AFAIK selling legal Weapons into the Commodity Market (and the Mission types as posted by others) cause +Civil Unrest.

Anarchy isn't particularly immune to it, although it isn't a really harmful Faction State anyway.

Re commodity market, those sorts of mechanics have never been proven to exist by anyone, just like trading biowaste for outbreak. Given the wording of outbreak and famine in the recent BGS livestream update, I'm not even sure selling food or medicines on the markets fixed that state.

Note the part of the wording I'm talking about odd, where we currently roll with "trading food/ medicines helps end that state" the description in the stream explicitly says "completing missions to deliver food or medicines will help end the state" or something to that effect... let being missions for food or medicines.

The definition I've always used has been civilians =civil unrest, cops = lockdown. When I've done murdering, I've targeted both, and had both go pending usually.
 
Which seems like a bug to me. Yeah it's murder, but it's not like that's a crime.

I would agree with you but FDev haven’t exactly been concerned with how anarchies operate anyway, realistically it should be called lawless or something other than anarchy. Then there is the addition of because they aren’t a corporate or something like that they generate much less in available missions. This dedicated mission board should have anyone that supports anarchies a little nervous.
