how does "rumored" in the codex work?

is there some mechanism by which things get "rumored" other than FDev manually puts in something they want found or is there a way for players to add stuff? Like for example if a player maps a system with something interesting, but doesn't go looking for it?

You have to find the Rumor Brokers, scattered throughout the galaxy, on the tidally-locked dark sides of planets, request docking when you find one of their facilities to receive a shopping list of rare and randomly spawned items, usually scattered across the opposite side of the galaxy, that take up cargo space and attract high-level pirates while in your hold, return these to the Rumor Brokers, in exchange for the Rumor of the Week. Did you miss the beta?
 
If I remember right from beta, rumoured means another player has scanned it and uploaded it to the codex. Then when you go scan it, the rumour becomes confirmed. So essentially rumoured means another player has discovered it.

No, that's "Reported". There are three categories: Rumoured, Reported and Confirmed.

Reported is when another Commander has scanned it
Confirmed is when you have scanned it

Presumably "Rumoured" would be when FDev want to draw Commanders' attention towards finding something rare that exists in a region (or something rare for that region) but hasn't been discovered yet in that area of space. I don't see any objects listed as Rumoured yet, however.

It's possible rumoured could also mean a Commander passed through the system and honked, but didn't get close to the object in question or look at it in the FSS. Kinda like how some say Raxxla was almost discovered...

I did that but all I got was a ton of biotech conductors and a disconnect. When I logged back in the rumor broker was gone and my butt hurt.

Stop me if I'm wrong, but that sounds more like the "Reported" tag.

As I understand how his should work, the game / developers generate the "rumoured" items, other players turn "rumoured" to "reported", and it becomes "discovered" when you find it.

So to answer the OP's question, no, players cannot generate "rumoured" entries in the Codex.

Rumored is stuff that Frontier will seed. There are none right now as far as I can tell.
Reported means someone has found something.
Confirmed means YOU found something.
 
Scanned stuff in analysis mode in my SRV in the system it was supposedly in. Nothing happened. Tried it in a few nearby systems. Still nothing. I set all the new scanning tools to a single firegroup so they're definitely all going off.
Upside is I got a bunch of useful data for tech brokers when I toggled to combat mode and used my scanner there. But the codex didn't budge

Hm... I hadn't had a chance to see about scanning in the SRV yet, but I have used the composition scanner that's in the ship, and once I scanned a fumarole, my Codex updated with one confirmed entry. Scanning other fumaroles in the same site didn't do anything further as far as I could see, but I hadn't checked my data storage to see if there were new data types.
