is it high tech? exclusive? do people in lore go "oooh" when they see one?
how "exclusive" is the mandalay in lore?

Depends on your definition of "lore", I suppose. In-game only Commanders were flying them until very recently. But since the last update I've spotted NPCs flying them, which suggests that they're now on the open market.
will people go "ooh" if I fly one?
If you attach yourself to the front of the ship, dressed in a hula outfit, doing a little dance each time the ship changes direction then yes I would give you a "ooh".
No sure how doing that fits into lore but it would be sight to see
They will probably rather go "Ugh, another one."
It is on the cheaper side of the medium ships, so the reactions will probably range from. "Aw bless, they couldn't afford a Krait" to "Oh look it's one of those explorers who like to spend weekends on barren planets. Keep away Timmy, they all have space madness".
