Is it possible to see how many registered commanders that are currently playing the game? And also how many players that are online in open play?

No, this information is always kept secret in online games. At best they give you a "percent full" bar for the server or a "low, medium, high" indicator but you never know the actual numbers.

Actually in World of Tanks they do show the total players online and on the same server as you. Usually something like 8,000/30,000 at the main menu.

I'd like to see it too.

Actually it's very common to display server #'s
This is the only game I play that doesn't give server #'s

Eve shows how many are online, as OP stated so does WoT and countless others. Even battle.net tells you how many people are on battle.net and how many are playing the same game as you.
