How much of Elite is made of placeholders?

I have to say Engineers has improved, it's less grindy now with the removal of commodities. Powerplay improved with Elite Dangerous update 2.2.03, but it does need to show visual impact in systems. The faction NPCs don't harass aligned players anymore. We also had the unknown ship encounter (Thargoids) and ancient ruins which is a significant improvement pertaining alien content. I think full Thargoid interaction will come with update 2.4. So I'm more positive now, and soon we''ll get more content and features with update 2.3.

I think the way the OP uses it, its snarkily disparaging...less constructive criticism and more snotty "Where do YOU think the Devs were phoning it in?"...and some of the following comments were far worse. Something you don't like in the game? Must be a "placeholder". Can't be "Functions as Intended."

there is a bit of sarcasm in my wording , but it was still a genuine question, i wanted to know from the people who were around during the DDF discussions, what are some of the larger features of the game yet to be implemented

Optimistically, I'd say a lot of it. CZs, RESs, most of exploration, most of power play, USSs, a lot of the engineer contents, the vast majority of planetary surface content, and even chunks of the ship and module systems.

...Realistically, I'm more and more coming to the conclusion that Frontier believes those are finished, well-designed, and otherwise good mechanics.

Well... When DB was asked when Piracy was going to be improved, there was a definate suggestion of, what more could you want in the response...

Given newer suggestions that we can't even expect co-op missions/tasks anytime soon, let alone missions/tasks that orchestrate PvP, that's burst my bubble of hope for the game.

And over the past two years what new mechanics have been added to allow the game to express itself and offer interesting gameplay? Missions/tasks with a wing of NPCs (giving attack this/defend that instructions)? Missions/tasks with a Wing of CMDRs? Convoy escorting/attack tasks/missions? Station blockades where you can enforce or try and run the blokade?

In truth, in two years, I'd say the amount of depth added has been minimal in these sorts of area... So... When the Thargoids arrive, if they're hostile I predict rebagded conflict zones. And if they're friendly, rebadged trade CGs... What else is there the game can pull upon to make the most of it given the lack of new tools/mechanics available to use?
