Well the main difference would be that the majority of lawfuls operate as part of a single umbrella group conducting operations and setting standards to adhere its participants to. So although they have many squadrons the more active PvP lawful community do primarily joint ops. Whereas outlaws operate much more distinctly upon the basis of their specific squadrons or as individuals.

So when something gets construed as a lawful/outlaw divide it's usually because Spear is acting as a grouping pushing for lawful hegemony.

PIP control is very poorly done in the game.
People have made many suggestions on how to redo this, but nothing has been done here.
As a result, people either forget about PIP or use a third-party program with macros.
How the consoles are treated with this I don’t understand at all.
