New playable content. Steam charts show that there is an obvious surge of ED activity when new playable content is released.
New gameplay content is an incentive for cmdrs to re-install the game and login.
- New types of missions & game loops. New activities.
- New places to visit, explore, and experience. New gameplay experiences.
- New ships that can be used in ways the old ships couldn't (aimed at new activities and experiences).
- Expanded multiplayer mechanics enabling players to work together in new ways. Functional Multiplayer Multicrew. The squadron ideas might work here too if meaningful activities were expanded, giving a reason for players to engage in it.
Whereas many other good ideas would make the game better or more fun. But on their own don't add playable content. These types of ideas help retain players, but doesn't make a compelling reason for people to stop playing their new favorite games and re-install ED. Surface cosmetic stuff or adding more of the same stuff won't draw players that have already experienced what the game has to offer.

Old timer players that haven't played in several years aren't going to spend a bunch of hours re-installing the game, fiddle-farting with keybinds, remembering whats-what, just to check out new personal emotes and see fancy cosmetic ship interiors that add nothing to the game. No.... there must be a more compelling reason.
