He may have, we do NOT know. - Sounding like Sheldon there.....In Odyssey, if you open the system map, click on the FC, then, on the right on the "feature" button (the 3 legged star thing icon), and drop all the way down, you can read "docking access" and "notorious commander" status.

They are carriers, Mobile PRIVATE storage and Dock.
You can sit there in your ship with the eddb prg and scan all day and keep reporting, and the carrier can sit there flipping the toggle with a macro changing it every second.
Meaning you can dock, but no, not really.
NO 3rd party tool can help.
And nothing in the game really helps if the owner is playing with the carrier on purpose or actually using it and no one but he knows.
Inara gives an arrow to say maybe you can try these carriers, - BUT, they are Privately owned and can change or even MOVE in an instant.
Regardless of any map, or you about to land just as it gets switched to not allow and zooms off to colonia.
Nothing can predict or help you to predict what any carrier is about to do Except the cmdr that owns it.
So, Use Inara as a place to start
Then collect Carrier cmdr names
Then contact the cmdr's
Go from there.
Make friends.

Not really, since text doesn't convey facial expression and voice, 2 tools often used for sarcasm. Which is why on the internet it is common to add "/s" to indicate it was sarcasm and prevent some people to take it to face value, as it seems to have happened there.And in the world face to face....most people can detect sarcasm and no identifier required
