How to Increase allegiance rep faster?

So I'd like to trek across the galaxy but the sentimental part of me wants to visit Earth one last time, obviously I need a Sol permit to do so. I've logged probably close to 50 hours of gameplay since release and I am up to 1% influence with the Federation and no rank. Am I doing something wrong? What's the most efficient way to earn rep? Thanks in advance for any tips, they are surprisingly hard to find.

Note: I've been doing a lot of system hopping and courier missions.
 
Hi there! I think you're getting a little confused between reputation and influence. The % influence figures that you see listed are how much control that faction has over the current system. Your reputation is one of: Hostile, Unfriendly, Neutral, Friendly or Allied. You'll see this listed for each of the big three factions, and for all of the minor factions in your current system.

To get a permit for a system then you will need to be allied with the minor faction that controls the system you want a permit for. I'm not sure who it is for Sol, but they should have a few missions in systems nearby that you can start to grind rep for. Once you are up to Allied then you'll be able to take a mission that grants you the permit that you need.

You can also get rep by trading at a station owned by that faction, turning in bounties etc. Related factions, eg another Federal one, will help your standing with all minor factions within the same major faction as well, although not as much.

I did this a couple of days ago for my Alioth permit, and it took me quite a few missions over two days to get there. Probably about 15 missions for Alioth Independents, and another 50 for other alliance factions in the area.

I used to do missions to rep up but it seems to me that claiming bounties now seems to do it faster. I generally take a pirate kill mission and head to the NAV beacon of the system suggested and while completing the pirate kills I rack up a few hundred thousand credits of bounty as well. Once I hand in both I usually get a promotion mission within a few minutes as well as a permit not far behind.
 
In the beginning I got "unfriendly" with the federation. I did missions for the federation and I am a midshipsman, but I remain Unfriendly. I traded tons of goods, handed over tons of exploration data. I am not breaking laws. Sometimes I see "unfriendly" with an arrow up, but what the ** do I have to do to become neutral again? A more precise rating would be welcome (like 50%= neutral, 25%=unfriendly, 0%=hostile) so I know what I should do and what I shouldn't do. You'd become more careful with choosing missions.

Still didn't fix this one either: How do I pay off a small dormant fine in a system where people turn hostile on me as soon as I enter? Is this 3000CR fine for doing a retrieval mission from a star port sticking with me forever? In Elite2 you could wire money to pay off fines, or you had to pay them off before launching again (you could dock), or get security chasing you. Can't do either in ED. Going to an allied system and pay it off there does not work.

I've found doing Assassination missions for factions of the appropriate faction helps a lot in getting reputation, if you're able for the task. Although I actually got allied with the Empire just form turning in Empire bounties alone. But that's a ton of bounties. I got Allied with the federation through a combo of bounties and Assassination missions.
 
For info, the dominant faction in Sol is currently 'Federal Congress'. They had 63% influence when I checked yesterday. The second-most dominant is Mother Gaia.

I'm allied with both, but sorry, I have no spare passes!

Do the 0cr. aid missions too, bring food and weapons when the system faction needs them

And this - yes. Great reputation enhancer.
