Hell, you get tougher NPC pilots in the haz res than you do the signal sources. Though I will say the Ambush threat 3s that drop 6-9 ships on you can be a challenge even to a well equipped ship.
Yeah absolutely. I have a harder time with spec ops wings in CZ's than pirate activity SS's. Although, try taking some cargo into a threat 7. It can be a bit of a challenge.
 
All NPC's in threat 5 - 7 pirate activity SS's are deadly ranked, not elite ranked and are extremely easy to kill. I use threat 7's to farm for mats all the time.

  • Stacking Massacre Missions per the video generally pits you against Competent/Novice Eagles->Pythons, which you can engage one at a time, and you'll be rewarded hundreds of millions for it.
  • Pirate Activity sites are full of deadly/elite, fully engineered, challenging fights. You get paid peanuts for this.

I think you might be confused by this sentence:
This method (Cross-faction stacking massacre missions) results in, for most cases, seal-clubbing vanilla Novice/Competent ships which spawn in the relevant USS, while targeting the tough enemies (At Pirate Activity sites) pays peanuts by comparison, for a multitude of reasons.

I would love to see more rewards for the pirate activity USS. They were a disappointment when I first ran across them in terms of return.
 
Try stacking those missions next door to a compromised navigation Beacon. You usually won't have to leave that Beacon to fulfill your obligations. You can ignore the signal sources. Quite often you can take pirate kill missions that way as well as they will drop in often two or three at a time and then attack each other. In fact the Pirates in the compromised nav Beacon will engage your targets as they drop in since most of them have cargo.
