How to sell consumables

Sell at communist or anarchy. Or just throw them away.
You can sell them at the same place you bought them: a pioneer store in an anarchy system. You can't sell them at the bar.
Why would you want to sell them in the first place?
Just keep them since keeping them does not incur any penalty whatsoever nor do they take the inventory space that could be used by other items.
I'm thinking he bought them to sell them for profit at the bar on a fleet carrier for easy money and is just now figuring out he can't do that.

I thought there was an issue with the scav suit backpack always popping in 2 when you disembark? Don't you get zapped if scanned when carrying them?
Wear a Mav, find a planet, transfer e-breaches to suit, drop them, repeat?
Never been into on-foot yet, but: are they persistent? I.e., can you set up a stash of these at a certain set of coordinates and return later to retrieve them by yourself or someone else (like a pirate treasure)?
Noooope. If you're lucky sometimes they even fall thru the planet.
I use them all the time in salvage missions to get materials. I'm going to dive back into that when I get back from this exploration trip.
Yeah, there was a bug for a while. Gone now as far as I can tell.
There's a big red circle with a line through it on your HUD if you have anything illegal on you, so it's not exactly hard to tell.
Not that I let anyone scan me normally anyway.
