How to spawn promotion mission ???

If you are trying to look for a navy mission and you are at 100% of previous rank, any faction aligned with your superpower of choice (Federation or Empire) can spawn the mission. It's just a matter of luck.
You can improve your chances by being allied to proper factions in the system you're trying to look for it.
I am gonna translate this. Wait for the mission board to refresh, fly to a different star port or switch modes.
I like to do an extra Faction Rep mission or two when I hit 100% as the readout seems to roundup, so you might really be sitting at 99.6% and not truly 100%. For me they seem to spawn within about 24 hours once I'm sure I've cracked the threshold. Make the station has minor factions allied to the major faction you are working. Those Federal Navy guys get touchy if you keep asking them if the Governor has approved you Imperial Promotion yet.
i got allied with aligned control group and just flew between the 2 stations in the same system - got 4 of em this way generally on 2nd flight.

I direct you to my post about this last week.
The intention is that a rank up mission, if eligible (the mission can generate from the location and there is a superpower-aligned faction present), should be available at all stations. This is not currently the case.
Until the fix goes out, pretty much this... I'm loath to recommend mode switching, but in this case it's probably one of the fastest ways to get the rank-up mission to appear.

(And bitter humour is the only answer, here, because just to be completely clear, if ranking missions ever become instant, it will be, in my eyes, yet another concession to moaning grinders. The fact that you can't rank up to a Cutter within a day was kind of a good thing. Call me old-fashioned.)

Bugs? Elite has them.
I have always gotten mine consistently at Sol and Cuneo.
I just went through this w/ rank up to Vice Admiral. I continued to do Fed missions until a rank one finally popped up.
And indeed the missions you do after getting to 100% do start counting towards the next rank. After I finished the rank mission, I had I believe 5% +/- towards full Admiral's rank to start.
