How would you Add a feeling of coziness to the game?

It depends on what you mean by "cosy". I think to make a fleet carrier "mine" it needs:
  1. A lot more customisations. More than three or four interior decors.
  2. The addition of collectable (or ARK based) decorations that can be scattered around the owner's only rooms. As someone else has pointed out Skyrim has this.
  3. Customisable pictures on the walls, taken from screen shots.
  4. The ability to see what is stored on your FC, even only from a distance. Ships in the hangers, piles of goods in the store and tritium containers piled up in the corner.
  5. The ability to change where the bar, vista genomics etc are off the main hallway.
  6. More rooms to discover on the carrier. For such a massive ship there is not a lot of rooms. I'd love to visit the engine room or wander the corridors exploring my ship.
  7. A way to interact with my crew or at least get them to acknowledge me.
  8. Flight controller that recognises my ship and talks to me as if I were in charge rather than some casual visitor.
  9. A bar keeper who is not rude to me. I can sack them, but then the next one is just as rude.
  10. A way to interact with equipment on the carrier. Sure there are some panels that work and the commander's chair panel was a great addition.
  11. A few throw rugs and cushions would be cosy.
  12. The ability to change the mood lighting in the bar.
  13. Quiz nights in the bar on a Friday evening.
  14. Crew that walked around the carrier and did work instead of the group of three gossipers outside Vista Genomics and the navigator taking time off to play games on his tablet.
  15. Christmas decorations at the right time of year, as well as other festive events from other religions, cultures and lore.
  16. The ability to customise my crew's uniform.
  17. Ground crew in the hanger.
  18. Being able to orientate the ship so that it gets a better view from the windows.
  19. Curtains at the windows.
  20. The ability for visiting commanders to log and leave messages for me. I have no idea whether anyone had landed on my FC.
  21. The ability to have adverts for the goods being fold in my market or via the bar keeper (auto generated).
Oh well, I can dream!!
A long list and I agree with most of them.

For non-carrier owners I think having an apartment in a Coriolis station or planetary spaceport would be a good way to bring some coziness/homeliness to the game. A player could rent one per station, with automatic deductions for rent, in the same way as Fleet Carriers are. People can visit etc.. and a lot of the customizations outlined above would also apply to this as well.

Another way would be for there to be a captains quarters in your ship, only accessible while docked or landed for safety reasons, and some of the bigger ships having a viewing deck.

Also, being able to grab a couple of deck chairs and a table to place on planets would be great too so your CMDR can sit down and take in the views.

However, I think the true coziness that OP is desiring will only be realized once we actually do have terrestrial worlds.
 
Elite is not a cozy game, there's really no place in the game that is deliberately designed to be a social/cozy space that serves no utilitarian function. The concourse is a commerial mall, tourist beacons are for missions and tourist settlements come close but they only exist for farming opinion polls, sorry.

The horizons POIs with story/lore attached to them are the closest thing, but those places are haunted and the stories they tell are of desperate lonely deaths or eldritch abominations.

This by my calculations makes being able to talk to a ship engineer face to face the coziest thing in Elite.

The stuff I'd like to see is some actual social spaces in stations - touch up the graphics and make the insides of biodomes at some surface stations and the ship display vendor accessible from the concourse so you can just walk around those on foot.

(Ignore the fact that there is technically a mysterious black monolith cube buried beneath the biodome my python is parked at, it's still cozy!)

The problem with this is that those places will have the same gameplay as ship interiors which is none.
 
1. Bartender sells actual drinks that can add temporary status or emojis or whatever options for interacting with another real CMDR. This is an MMO after-all.
2. My crew actually sitting down on the co-pilot chair of my ship.
3. A room I can actually own and customize. Be it in a carrier, my own or otherwise, the ship, the station, ANYWHERE... gimme a small little space (window would be excellent) that I can call my own and put up some stuff (or even better, invite another CMDR inside), then that'll be cozy.

Coz the cockpit is great, and customizable somewhat. And Carrier's owner got their own space (albeit zero custom). But I like a space that separates work and pleasure. I want some dangerous looking cyberpunk decor on my workspace, spray painted with how many ships I killed.... while personal space I want to be able to put up pictures of my loved ones, a teddy bear, some empty beer bottles... you get the picture.

I am pretty much of the same opinion as you on the general feeling.
The first thing that came to mind, reading the title, were in fact the private quarters on the FC.
In my personal experience, cozy is already there, though: to me it is being on a planet, out in the black, where it is highly unlikely that I will meet anyone else.
I am much the same. For me, a deserted base, once cleansed of scavengers, or a nice life-bearing ammonia world with a golden sun shining through the green sky, is a restful place to potter about doing looting mats gathering and gardening exobiology, or just enjoying a relaxing spot of mountain-cimbing.

I've actually hoarded every ship schematic and building schematic since EDO landed - no joking. I reckon with the amount of those schematics if base building and/or ship interiors were introduced, I'd be pretty cozy. One can live in hope and optimism...
 
I don't need cozy in my dystopian space ship game. The feeling of "safe", that I have the moment I have docked on my carrier. And I feel "home" when I fly in my favorite ship (which currently is my Odyssey mission runner Viper 4).

I, too, have hoarded ship, vehicle and building schematics, and I cannot not pick them up, just on the off chance they will be useful in the future. I am physically unable to. But I am afraid in reality they are just fluff.
 
There is no real cozy in Elite Dangerous as it is a level of conflict up to war in any activity that we choose with someone always wanting to kill us even for the smallest of an infraction. Parked in a deep trench surrounded by mountains on the dark side of a planet seems to be the one safe spot where NPC patrols almost never scan us. Then it is just lonely in the dark and having a picture of mom in my captain's quarters isn't going to help much.

Cozy requires familiarity and for me that would be going home to earth and the moon, landing on them, seeing massive cities, walking and riding around in an atmosphere without a helmet on, exploring shops and buildings, finding easter eggs, maybe a Club 64 in a party mode. I've also wondered why doesn't a tourism site have something to tour or at least a perty going on in the bar. This probably won't happen as maybe Frontier's ten year old Cobra engine cannot to it. Even if it could given the stressful political nature of the real world that we live Frontier could not win designing the earth of the future.

Another would be saving my CMDR at any point in the game as many times as desired renaming the saves as in previous Elite versions. That is a safe n sound form of cozy. Of course being an online game that eliminates a lot of Dangerous per ship rebuys, messes up game balance and lower sales only needing one account. Interestingly most would probably go with Open mode play as death doesn't mean anything. Rename the game to Elite.

Cozy is a perspective idea. Very long ago there was a game where I could purchase a hangar and put stuff into it then fly around. That was my first ever personal cozy spot in a game. Now we can own a fleet carrier that can do a whole lot more so with some perspectives we already have it. Just having our crew being more friendly to their CMDR should complete it.

Lots of great ideas dressing up the Fleet Carrier and other spaces but for me the one true cozy is successfully completing whatever missions in Elite Dangerous then going to sleep in a warm cozy bed...of course after milk and cookies. :)

Agreed. My FC is now my Cozy, I take it everywhere even when its not needed for e.g. a simple CG where no FC needed (or indeed would hinder me) but I feel 'cozy' with it there, when I log off on it after a playing session.

I also keep seeing these comments about staff should be more friendly to their 'Boss', but you must understand that any and all 'Air Traffic Controllers' specifically, cannot and should not differentiate or give preference to ANY Commander or Ship - surely that would be a disciplinary action or even a gross misconduct offense IRL to me.

I can understand the staff in the other FC services should be more 'yes boss', yes sir' 'how can I help Commander', etc, but being myself only in Horizons and with no access to Ody Bar/Taxi//Tailors ;) etc, I don't give a damn.
 
I've always found sitting in ship in VR at the end of a session looking at the sunset on a very hot or very cold planet, but inside in a perfectly controlled environment, with not a soul flying over (or they are but they're not bothering me), listening to the ambient sounds, kind of "cosy". Probabky haven't done it sonce the 3.8/live split though - possibly the warmer 3.8 lighting helped...
